Description: Our Client, a government agency, is looking to hire an IBM Mainframe Developer in Tallahassee, FL.


• Program and configure 60+ mainframe applications, including z/OS;
• Monitor performance and resolve issues with the Xerox printers, IBM mainframe, mainframe security (RACF), iSeries server (AS400), and EMC disc and tape storage;
• Take day-to-day direction from the EFSS leadership, and work with EFSS staff and management to support all activities related to the Client’s financial systems and other related areas, as needed;
• Serve as a subject matter advisor to the Client;
• Assist in planning, strategy, and execution activities;
• Identify risks associated with the services;
• Provide all documents, software, and other project artifacts to the Client as they relate to the work performed under the contract;
• Complete transition services which include, but are not limited to facilitating lessons learned meetings and creating a lessons learned document related to the work performed under this contract, as well as providing all documents, State Data, software, and any other project artifacts to the Contract Manager;
• Provide additional project support as requested by the Contract Manager or designee, including, but not limited to, the following:
- Provide weekly status updates to the EFSS Leadership or designee;
- Review all artifacts created by or for EFSS related to financial systems projects;
- Coordinate communication between the OIT, state agencies, and other entities;
- Facilitate meetings, promote collaboration, and provide training as needed;
- Research, collect, evaluate, or refine tools, approaches, and solutions to specific challenges related to financial systems, identified by EFSS;
- Assist in developing reports and analyzing usage, data, and performance.


• Applicable technical experience (7+ years);
• Experience with IBM mainframe hardware and software configuration;
• Experience administering mainframe security (RACF);
• Experience designing, implementing, monitoring, and reporting on mainframe performance;
• Experience maintaining current software versions in a production mainframe environment, including applying license updates and patches;
• Experience communicating effectively (verbally and in writing) with technical and Department staff;
• Experience in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio;
• Experience effectively documenting and transferring acquired knowledge to others;
• Ability to effectively train and mentor others;
• Ability to understand and facilitate discussions and/or meetings involving individuals with different viewpoints, backgrounds, experience levels, and priorities;
• Experience proactively identifying project, application, or system risks and documenting and escalating them appropriately;
• Experience upgrading the IBM mainframe (full technology replacement) (preferred);
• Experience operating and configuring mainframe HMC and performing z/OS IPL (preferred);
• Experience performing z/OS LPAR refreshes (preferred);
• Experience HSM and CA-disk dataset backup and restore (preferred);
• Experience IBM DFSMS configuration (preferred);
• Experience BlueZone 3270 terminal emulation (preferred);
• Experience configuring z/OS ICSF Encryption (preferred);
• Experience with the Report Distribution System (RDS) software (preferred);
• Experience managing EMC storage capacity, monitoring performance, and resolving operational issues (preferred);
• Experience with EMC Disk and Tape Storage hardware and software configuration (preferred);
• Experience configuring, troubleshooting, and maintaining Xerox 144MX printers (preferred);
• Experience operating and maintaining the Xerox XPAF software (preferred);
• Experience in hardware and software configuration for IBM iSeries (preferred);
• Experience with mainframe financial application production control (preferred);
• Experience with check production operations, including security management and inventory control (preferred);
• Experience working in a CJIS-certified data center (preferred);
• Experience maintaining a CJIS certification (preferred);
• Experience coordinating vendor-managed hardware maintenance in a CJIS-certified data center (preferred);
• Experience with disaster recovery planning and testing in a mainframe environment (preferred);
• Knowledge of disaster recovery requirements and procedures for mainframe processor, storage, and software (preferred);
• Experience supporting development, test, and troubleshooting activities of Natural / ADABAS programmers (preferred);
• Experience supporting hardware and software for an enterprise data warehouse (preferred);
• Experience supporting data interchange and file transfers with state agencies, financial institutions, and the federal government (preferred);
• Knowledge of the Florida Accounting Information Resource system and its subsystems;
• Experience with State of Florida Workers’ Compensation applications (preferred);
• Experience with State of Florida’s Unclaimed Property Management Information System application (UPMIS) (preferred);
• Experience with State of Florida’s LAS/PBS system (Legislative Appropriations System/Planning and Budgeting Subsystem) (preferred);
• Experience with State of Florida’s Cash Management System (CMS) (preferred);
• Knowledge of other legacy financial management systems (preferred);
• Knowledge of other state government financial systems (preferred);
• Experience working with State agencies or other state governments similar in size in terms of annual budget and full-time equivalent employee count (preferred);
• Experience participating in a project where a state government underwent major organizational or technical transformation (preferred);
• Experience with Microsoft Project (preferred);
• Experience with Microsoft SharePoint (user or administrator) (preferred);
• Experience creating deliverables for State of Florida contracts or purchase orders (preferred);
• Experience communicating critical information to a diverse project team, leadership, and legislative representatives (preferred);
• Experience researching, identifying, and presenting alternatives or solutions to identified technical problems (preferred);
• Experience receiving assignments and documenting task completion via a Remedy work order system (preferred).
