Description: Our Client, a government agency, is looking to hire a Data Architect in Tallahassee, FL.


• Create enterprise data models that include all major Department components and sub-systems;
• Develop scalable reporting and business intelligence solutions;
• Support the Planning, Accounting, and Ledger Management (PALM) integrator to design parallel-processing routines that safeguard against data loss or corruption if and when the PALM implementation requires parallel system operation;
• Take day-to-day direction from the EFSS leadership, and work with EFSS staff and management to support all activities related to financial systems and other related areas, as needed;
• Serve as a subject matter advisor to the Department;
• Assist in planning, strategy, and execution activities;
• Identify risks associated with the services;
• Provide all documents, software, and other project artifacts to the Department as they relate to the work performed under this SOW;
• Complete transition services including facilitating lessons learned meetings and creating a lessons learned document related to this SOW. Transition services, as indicated in subsection 8.b. Transition Plan, shall include providing all documents, software, and other project artifacts to the Department as they relate to the work performed under this SOW;
• Provide additional project support as requested which includes, but not limited to the following:
    - Provide weekly status updates to the EFSS leadership or designee;
    - Review all artifacts created by or for EFSS related to financial systems projects;
    - Coordinate communication between the OIT, state agencies, and other entities;
    - Facilitate meetings, promoting collaboration and providing training, as needed;
    - Research, collect, evaluate, or refine tools, approaches, and solutions to specific challenges related to financial systems identified by EFSS during the term of the PO;
    - Assist in developing reports and analyzing usage, data, and performance.


• Applicable technical experience (10+ years);
• Experience with DB2, Oracle, SQL Server, or ADABAS data management systems;
• Experience with SQL and developing or optimizing data queries;
• Experience with business intelligence solutions and development techniques, concepts, and tools;
• Experience designing data models that optimize the use of data assets for financial systems (conceptual, physical, logical, and dimensional);
• Experience in data mapping and transformation planning;
• Experience communicating critical information to a diverse project team, leadership, and legislative representatives;
• Experience researching, identifying, and presenting alternatives and/or solutions to identified problems;
• Experience developing technical specifications and documenting existing legacy systems;
• Experience with programming scripts and routines to extract, transform, and load data;
• Experience assessing data quality issues and/or risks;
• Experience designing data quality and/or consistency safeguards;
• Experience identifying and evaluating data loss risks or issues;
• Experience communicating effectively (verbally and in writing) with technical and Department staff;
• Experience in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio;
• Experience effectively documenting and transferring acquired knowledge to others;
• Ability to effectively train and mentor others;
• Ability to understand and facilitate discussions and/or meetings involving individuals with different viewpoints, backgrounds, experience levels, and priorities;
• Experience proactively identifying project, application, or system risks and documenting and escalating them appropriately;
• Experience with the FLAIR system and its subsystems (preferred);
• Knowledge of other State of Florida financial systems (preferred);
• Knowledge of other legacy financial management systems (preferred);
• Knowledge of other state government financial systems (preferred);
• Experience working with State agencies or other state governments similar in size in terms of annual budget and full-time equivalent employee count (preferred);
• Experience participating in a project where a state government underwent major organizational or technical transformation (preferred);
• Experience with system integration techniques, data mapping, and interface specifications related to enterprise resource planning systems (preferred);
• Experience developing or supporting large-volume data interchange and file transfers with state agencies, financial institutions, and the federal government (preferred);
• Experience with ADABAS SQL Gateway (preferred);
• Experience with Event Replicator for ADABAS (preferred);
• Experience with a legacy application analysis tool such as Natural Engineer or ITP Panorama (preferred);
• Knowledge of accounting systems and generally accepted accounting principles (preferred);
• Experience with testing tools (preferred);
• Experience developing technical standards and updating technical specifications (preferred);
• Experience with WebFOCUS 7.7 or 8.2 (preferred);
• Experience upgrading and migrating the reporting environment from WebFOCUS 7.7 to 8.2 (preferred).
