Description: Our Client, a manufacturer of integrated systems that collect, process and distribute information, is looking to hire a Proposal Development Specialist in Bingen, WA.

Responsibilities:

• Lead, manage, and prepare proposals that may include Technical, Management, Past Performance, and Cost Volumes for government and commercial customers;
• Oversee all proposal development activities to ensure the on-time delivery of compliant, responsive proposals with clearly defined win strategies, competitor differentiating themes, and accurate competitive pricing;
• Coordinate and lead proposal development for large competitive government and commercial responses;
• Partner with the Capture Lead and Program Manager to manage and direct all proposal development activities and proposal team personnel;
• Review requests for proposals (RFPs), develop proposal plans, outlines and schedules, and prepare questions for the potential customer;
• Identify data needed for compliance with RFP and to support the overall Win Strategy;
• Train and mentor authors to ensures authors follow the proposal process and adhere to schedule;
• Review completed section specifications, section thumb nails, draft text, and final text proposal sections to ensure requirements are adequately addressed and that customer page limits are maintained;
• Conduct regular proposal status meetings and maintain the proposal schedule;
• Develop Pink Team plan for interim review and internal evaluation of the proposal;
• Direct writing and editing efforts;
• Manage the Volume Leaders to ensure inter-volume compatibility is achieved;
• Develop Red Team plan for the final review and internal evaluation of the proposal;
• Ensure that appropriate Red Team comments are incorporated into the final proposal;
• Direct the Proposal Coordinator and Production team in all proposal development and production activities;
• Interface with the Pricing team to ensure the development of accurate and competitive pricing to include Basis of Estimate development and review;
• Lead post-proposal efforts such as EN/RFI response preparation and submission, FPR response preparation and submission, and lessons-learned meetings;
• Perform other duties associated with the Proposal Development Specialist / Proposal Manager position.

Requirements:

• Experience managing and leading major government or commercial proposals (10+ years);
• Experience in project management;
• Experience with Cost / Technical / Management Volume Development (10+ years);
• Experience with Pricing and Estimating (10+ years);
• Experience in technical writing and editing;
• Experience with accounting disclosure statements, Truth in Negotiation Act (TINA), applicable FAR and agency supplements that influences the development and negotiation of the estimate and price;
• APMP Practitioner Certification or equivalent experience with best practices in proposal development;
• Experience with MS Excel;
• Bachelor's degree with 10-14 years of related experience (preferred);
• Master's degree with 8-12 years of related experience (preferred).
